BOUNDARY DRAINAGE RECONSTRUCTION PROJECT

NSW Department of Education engaged All Day Plumbing to deliver the Boundary Drainage Reconstruction project at Mascot Public School, Sydney.
The works involved reconstruction of the existing boundary drainage infrastructure to address a pre-classified asbestos contamination finding, with new kerb, gutter and stormwater connection required along the school boundary. Delivered under licensed Class B asbestos removal controls on a live school campus, the project required detailed programme sequencing, contaminated spoil handling and disposal, hygienist clearance, kerb formwork and reinforcement, installation of heel proof grates, and a new stormwater connection to ensure compliance with NSW contaminated land requirements and relevant Australian drainage standards.

Project Objective

Drainage along the school boundary needed rebuilding, with new kerb and gutter and a new stormwater connection.
The complication was in the ground rather than in the design. An occupational hygienist assessed the site and the spoil was pre-classified as Special Waste, Asbestos Waste. That reclassified the entire excavation before a shovel went in.
The work could not run as ordinary civil works. It had to be delivered as a licensed asbestos removal that happened to involve kerb and stormwater, on a campus with students enrolled.

Our Strategy

We built the programme around the removal controls first and the drainage works second, scoped to the hygienist's recommendations rather than to a standard civil methodology.

Removal Controls First

The wider stormwater works were held until the contaminated area had been visually cleared and a hygienist clearance obtained. Recommencing drainage before clearance would have risked spreading contaminated material across a much larger area of a working school.

Programmed Around the School Calendar

Crews were booked in blocks through the summer holiday period, with the heavy excavation and contaminated spoil handling concentrated in early January while the campus was empty.

Boundary Containment

Because the trench ran the length of a shared boundary, containment had to hold at the fence line. Temporary fencing, signage and controlled bagging kept the exclusion zone intact against a neighbouring property, not just against the school.

Project Execution

  • Site established with temporary fencing, signage and an exclusion zone before any ground was opened.
  • Boundary trench excavated 60 metres long by 600mm wide to a depth of 200mm.
  • All spoil handled as Special Waste, Asbestos Waste under Class B controls, with full coveralls and respiratory protection, polythene sheeting and a dry decontamination area on site.
  • Spoil bagged and removed to the hygienist’s requirements, then the area visually cleared and hygienist clearance obtained before drainage works recommenced.
  • Kerb formwork and reinforcement set out with heel proof grates positioned, and the new kerb, gutter and stormwater connection completed across November to January.
